Funny as it may sound, they do so in the United Arab Emirates. grin
Funds are approved for the National Center of Meteorology to carry out the operation using aircrafts and ground based generators.

So God gives excessive,destructive rainfall to some areas leading to loss of lives and property,displacement and suffering while he doesn't allow rain to fall at all in other areas,where there used to be regular rainfall,leading to inability to farm,hunger,famine,starvation leading to death of animals and humans?
