A friend of mine has a 2000 honda accord and he noticed the break fluid is low
He has never refilled the break fluid since he bought it 5 months ago
On the cap break fluid tank its written 'USE DOT3 OR DOT4'
and he does know the present fluid
should he use DOT3 or DOT4?
will there be any effect if the  fluids mix in the break system?
and whats the difference between DOT3 and DOT4 ?

I really dont know of any adverse effect in mixing fulids. However, it might not be a bad idea to change the fluid completely. So my suggestion will be, drain all the fluid and change to DOT4.

Specification. DOT4 is more modern so you have better lubricity, better (or "worse" vaporization etc.

If there is no leak in the system, a low brake fluid level might be a sign of worn brake pads, its time to change brakes.
DOT is the updated synthetic brake fluid, it can work in a DOT 3 system but DOT 3 will not work in a DOT 4 system.
buy a big bottle of DOT 4(1 litre), bleed the car starting from the farthest wheel from the reservoir(RL,RR,FL, and FR), a good way to get rid of water in the system.

SRS mean supplementary Restraint System, aka Airbags. The airbag system has a problem. Did you buy the car this way or is it something that started recently?? Go for computer diagnosis to find out what exactly is the problem. If you bought the car this way, then I can guarantee you (99%) its a car with a bad history, ie accidented or flood damaged etc)

CHECK; emissions problem from the engine. probably a bad O2 sensor. This will usually not affect performance and I am not sure of where you can get a replacement sensor. But then again it might be some other thing in the emissions loop. Again, diagnosis will tell you tell exact problem.
